BSI Standard
Public Consultation

Welcome to the BSI Standard, public consultation website.

Version 2 of the BSI Standard is now closed for public consultation.  The BSI wishes to thank all those individuals and companies who have taken the time and effort to comment on the Standard.

Phase 2 of the public consultation (60 days in accordance with ISEAL) ran from 12 November to 12 January 2010 (midnight UK time)

The period of public consultation for Version 1 was 60 days (in accordance with ISEAL) and the deadline for receipt of comments was 30th April 2009. The BSI would like to thank all individuals, NGO’s, producers, farmers, small scale growers and companies who took the time to comment.  The comments received and initial observations and responses from the leaders of the Technical Working Groups can be found in the Public Comment section of this website.

As many stakeholders as possible were encouraged to comment on the Standard and the BSI embarked on a series of global Stakeholder Outreach Meetings, engaging in face-to-face, field and factory meetings with producers and small-scale growers in:  Australia, Brazil, Dominican Republic, East Africa, South Africa, India, the European Union and Switzerland see section 7 of this site.  Over the same period, the same auditor conducted pilot studies using the Standard in Australia, Brazil, Dominican Republic, South Africa and India. The results of these audits give a representative view of typical mill and field indicator values.  These values have been factored into Version 2.

The process that was adopted to develop Version 2 was as follows: TWG leaders reviewed the feedback they had received to Version 1 from three sources – public comments made via the website, input from the Stakeholder Outreach Meetings, and the results from the pilot studies.

At the BSI’s Annual General Meeting 4-5 November the Supervisory Board, Management Committee and TWG leaders discussed the proposed changes and approved both the content and the process that was followed.  The result is Version 2.

Background to the Standard

There is an increasingly wide acceptance of the fact that all agricultural and industrial enterprises need to operate in a manner in which not just the economic but also the social and environmental factors are promoted. At the same time energy use, production efficiency, elimination of wastage and the effect on global climate change all need to be considered.
The main aim of the BSI Standard is to promote measureable standards in key environmental and social impacts of sugarcane production and primary processing while recognizing the need for economic viability.

The Process
In 2008 BSI established three Technical Working Groups (TWGs) to identify indicators that can be measured, which allow an assessment to be made of whether or not associated criteria are being met. Expert groups cover the three areas of:

1. Social and Labour - Maryline Guiramand

2. Processing and Milling - Dr Peter Rein

3. Agronomic practises - Peter Turner

Chairman of the TWG's is Hari Morar of Tate & Lyle
The membership of the TWGs covers scientific and technical experts with

It is vitally important that the process of developing standards and indicators is entirely transparent and inclusive. (Procedural Document) The BSI is following ISEAL's Standard-Setting Code for this consultation.

This is essential if the standards developed are to have international credibility. In this respect, the BSI has engaged widely with stakeholders in all spheres of operation and to encourage participation through comments, suggestions and input of any kind.

This Standard is a set of indicators that measures impacts and not processes. The comments we are most interested in are those relevant to Metric Impact Indicators.

We thank you in advance for your comments
